Capacity Grant
The Capacity Grant is a one-time investment designed to help COEs and LEAs establish operational readiness to bill with the Fee Schedule, a long-term funding model for school based student behavioral health services.
- LEA Grantees – 12 Kern County LEAs receiving grant fund
- Capacity Grant Countywide Consortium – The KCSOS Countywide Capacity Grant Consortium will provide assistance and resources for all other districts to support onboarding and billing with the Fee Schedule.
Resources:
- EHR and Billing System: KCSOS is building EDU Claim, a new EHR and billing system for the Fee Schedule and LEA BOP. A pilot program will launch in 2026 with KCSOS’s internal School Social Work Program.
- Administrative Support: A Medi-Cal Administrative Activities Account Technician will help districts enroll in the Fee Schedule for upcoming cohorts. Contact Guadalupe Asencio @ guasencio@kern.org
- HIPAA Training: Online HIPAA training will be provided for Fee Schedule eligible practitioners and administrators in districts enrolled in a Fee Schedule Cohort. Contact Guadalupe Asencio @ guasencio@kern.org

- Medi-Cal Navigator: A Medi-Cal Navigator is available to assist families with applications, renewals, and support.

- Calming Corner Kit Distribution: Schools will receive Calming Corner Kits with sensory and calming tools in phases (see attached photo), February 2025-Spring 2026.
