Consolidated Application

The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various federal programs to county offices, school districts, and direct-funded charter schools throughout California.
Annually, typically from mid-May to the end of June, each local educational agency (LEA), using the Consolidated Application and Reporting System (CARS), submits the spring release of the ConApp. The spring release documents participation in these programs and provides assurances that the LEA will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs.
The winter release of the ConApp is submitted via CARS from mid-January to the end of February each year and contains the LEA entitlements for each funded program. For each federal program entitlement, LEAs allocate funds for the program as indicated by the program requirements.

• 2008-09 Recovery of Overpayments
  To recover funds allocated in excess of the revised 2008-09 budget act appropriations.
• Assistance for Homeless Children and Youth Program (AHCY)
  The purpose of the Assistance for Homeless Children and Youth program is to support the provision of immediate services or assistance to local educational agencies impacted by the California wildfires in 2017.
• California Association of Student Councils
  Funding is provided to the California Association of Student Councils to provide leadership development opportunities for financially disadvantaged students.
• CARES Act, Learning Loss Mitigation Funding
  Federal and state funding provided to LEAs for activities that directly support pupil academic achievement and mitigate learning loss related to COVID-19 school closures. Fund sources include CARES Act: GEER, Section 18002; CARES Act: Coronavirus Relief Fund, Section 5001; and General Fund.
• Classified School Employee Professional Development Block Grant
  One-time funds to be used for any purpose described in Education Code Section 45391, with first priority being for professional development for the implementation of school safety plans, as set forth in Education Code Section 32280.
• Classified School Employee Summer Assistance Program
  State funds provided to participating local educational agencies to match amounts withheld from participating classified school employees’ monthly pay checks to be paid out during the summer recess period. 
• College Readiness Block Grant
  Funding to provide California high school pupils, particularly unduplicated pupils, additional supports to increase the number who enroll at institutions of higher education and complete an undergraduate degree within four years.
• County Safe Schools for All
  Funding to each COE in support of the Safe Schools for All program for the purpose of strengthening local efforts for the reopening and operation of schools providing in-person instruction as established in Sec 7 of AB 86 (Ch 10, Statutes of 2021).
• Educator Effectiveness
  A program providing funds to county offices of education, school districts, charter schools, and state special schools to provide professional development and to promote educator quality and effectiveness.
• ESSER I (CARES Act, Section 18003)
  Funding provided to LEAs to address the impact that Novel Coronavirus Disease 2019 (COVID-19) has had, and continues to have, on elementary and secondary schools.
• ESSER II (CRSSA Act, Section 313(b))
  Funding to LEAs through Section 313(b) of the Elementary and Secondary School Emergency Relief (ESSER II) Fund, to address the impact of COVID-19 on elementary and secondary schools.
• ESSER III (ARP Act, Section 2001)
  Funding to LEAs through Section 2001 of the Elementary and Secondary School Emergency Relief (ESSER III) Fund, to address the impact of COVID-19 on elementary and secondary schools. 
• Financial Distress Funding – One Time
  Funding is allocated to the Inglewood Unified School District and the Oakland Unified School District to cover a percentage of the projected budget deficit, after certain conditions have been met to improve the districts’ fiscal solvency.
• Immediate Aid to Restart School Operations Program (Restart)
  The purpose of the Immediate Aid to Restart School Operations Program (Restart) is to assist local educational agencies (LEAs) and non-public schools with expenses related to the restart of elementary and secondary schools in areas where a major disaster or emergency was declared related to the consequences of Hurricanes Harvey, Irma and/or Maria or the California Wildfires in 2017. 
• In-Person Instruction and Expanded Learning Opportunities Grants
  State funding provided to local educational agencies and state special schools to assist with offering in-person instruction, and to expand in-person instruction time, provide academic interventions and accelerate progress to close learning gaps.
• Low-Performing Students Block Grant
  The Low-Performing Students Block Grant (LPSBG) provides funds for local educational agencies serving students identified as low-performing on state English language arts or mathematics assessments, who are not otherwise identified for supplemental grant funding under the Local Control Formula, or eligible for special education services.
• Mandate – One-Time Funds for Outstanding Mandate Claims
  One-Time Funds for Outstanding Mandate Claims and Common Core State Standards, English Language Development Standards and Next Generation Science Standards.
• Mandate Block Grant
  These funds are to support mandated activities pursuant to Government Code Section 17581.6 and is in-lieu of receiving a mandate reimbursement claim.
• Online K-12 Curriculum Resources for History-Social Science
  Funding for the San Francisco Unified School District to contract with the California Historical Society, in partnership with the California History-Social Science Project, to create a free online K-12 curriculum for History-Social Science.
• Project School Emergency Response to Violence (Project SERV)
  Federal funding used to provide education related services in which the learning environment was disrupted due to a traumatic crisis or violent event that impacted teaching and learning.
• Proposition 39 – California Clean Energy Jobs Act
  A state program providing funding to local educational agencies for improving energy efficiency and creating clean energy jobs.
• SB 117 COVID-19 LEA Response Funds
  Funding provided to local educational agencies to be used for costs associated with maintaining nutrition services, cleaning and disinfecting facilities, personal protective equipment, and materials necessary to provide opportunities for distance learning. 
• School Facility Projects – One-Time Funding
  One-time funding provided in the annual Budget Package to support specified facility projects. 
• Southern California Regional Occupational Center
  Funding is provided to the Southern California Regional Occupational Center to assist in the transition to a fully fee-supported funding model as the local control funding formula reaches full implementation.
• Special Education Early Intervention Preschool Grant
  Funding is provided to ensure preschool pupils receive appropriate interventions and services as needed before the pupil falls behind academically. Early intervention services and supports provided to children who are at risk of falling significantly behind, including children with disabilities, can reduce the need for additional services in future years.  
• Special Olympics 
  Funds allocated to support the Special Olympics. 
• Specialized Secondary
  These funds may be used for any educational purpose. Formerly, they were restricted to the establishment of new, advanced, specialized programs in California high schools and continuation of specialized programs established in conjunction with the CSU system prior to 1991-92.
• Standardized Account Code Structure (SACS) System Replacement Project
  Funding is awarded to the Kern County Superintendent of Schools, the county office of education selected to partner with the California Department of Education, in support of replacing the Standardized Account Code Structure (SACS) system. 
• State Special Schools
  Fiscal information pertaining to State Special Schools adjustments and apportionments. 
• Student Friendly Services
  Funding in support of providing access to higher education in California in the form of online tools designed to improve outreach and admission services to prospective students, families, counselors, teachers, and administrators.
• Temporary Emergency Impact Aid for Displaced Students Program (Emergency Impact Aid)
  The Emergency Impact Aid program provides funding to local educational agencies (LEAs) that provided instructional opportunities for displaced students who enrolled in their schools as a result of the October and December 2017 wildfires in northern California, and for expenses the LEAs incurred in serving those displaced students.
• Title I – Parts A and D
  A federal program to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. 
• Title II, Part A – Supporting Effective Instruction
  A federal program that increases student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools. 
• Title III – Language Instruction for English Learners (EL) and Language Instruction for Immigrant Students
  A federal program to provide supplementary programs and services to assist EL and immigrant students in achieving grade-level and graduation standards, as well as assisting EL students with acquiring English.
• Title IV, Part A, Student Support and Academic Enrichment
  A federal program to increase capacity to provide all students with access to a well-rounded education, improve conditions for student learning, and improve use of technology to improve the academic achievement and digital literacy of all students.
• Title V, Part B, Subpart 2 – Rural and Low-Income Schools 
  A federal program for rural education agencies with 20 percent or more of the pupils from families below the poverty line. This program was formerly Title VI, Part B, Subpart 2, under the No Child Left Behind Act.
• Unemployment Insurance Management System
  Funding is provided to county offices of education to cover costs of administering the Unemployment Insurance Management System for each school employer participating in the School Employees Fund.
