Support Services

In addition to providing essential services internally for KCSOS, various departments also serve important roles in aiding Kern County schools and districts.

For example, the Governmental Affairs office represents all county school districts in Sacramento on legislative matters involving schools, while Human Resources makes sure all employees who work with children undergo mandatory Department of Justice/FBI background checks before being hired and variety of other HR-related services.

KCSOS’ Communications Division produces live and recorded educational programming for television and the classroom and helps districts with information requests, website development and hosting, printing of instructional materials and media assistance.

KCSOS also operates Schools Legal Service, an affordable, non-profit legal/negotiation consortium serving schools throughout the state, and Self-Insured Schools of California (SISC), which offers low cost premiums to its collaboration of statewide school districts for insurance covering workers’ compensation, property, liability, health and welfare benefits.

  • Schools Legal Services

    Schools Legal Service is a legal services consortium serving school and community college districts and county offices of education since 1976. The first such agency of its kind in California, the service is administered by the Kern County Superintendent of Schools, a statewide leader in education, technology, insurance and other cost-effective services to school agencies. Based in Bakersfield, Schools Legal Service serves agency members throughout the state.

  • Communications

    Communications is one of many services this office provides to our departments and Kern County school districts. This includes media relations and counsel, news conference preparation and execution, crisis communications, writing, editing, marketing and electronic communications. We also provide assistance on specific projects for office partners and affiliated organizations. Trained Communications staff members are immediately available to assist during emergencies, with community relations and other issues of importance.

  • Human Resources

    The Kern County Superintendent of Schools Office recognizes that its employees are a valuable resource. There are great benefits to be realized from a workforce that is racially and culturally diversified; therefore, the Office operates on a merit system as part of its personnel management program.   • Grant Services

    The Grant Development Department assist KCSOS staff in researching and developing grant applications. In addition, the department provides grant writing technical assistance to Kern County school districts.   • Emergency Management

    To assist Kern County Superintendent of Schools in maintaining a high level of safety in our schools and administrative sites, KCSOS applied for and received a U.S. Department of Education Readiness and Emergency Management for Schools (REMS) grant. This grant provides funds to review and strengthen our current emergency management process, provides resources for training staff on emergency management procedures, and requires that KCSOS update comprehensive all-hazards emergency management plans in collaboration with community partners.
